Planned communities are the norm here, and plenty of homeowners assume the board's answer is no before they ever ask. California's Solar Rights Act (Civil Code section 714) limits how far an association can go in restricting a solar energy system, and solar water heating counts. A board can still ask you to apply and set reasonable conditions — but it cannot unreasonably block you. We're solar contractors, not attorneys, so treat that as background rather than legal advice.
What we can do is handle it. We deal with the board ourselves and we pull the permit, so it is not your afternoon:
